What is the National Tomorrow Learning Card?
The National Tomorrow Learning Card is a government-supported welfare system that allows all citizens, including the unemployed, employed, and self-employed, to participate in vocational skill development training. This card allows you to take various courses for free or at a low cost.
Eligibility to apply for National Tomorrow Learning Card
A variety of citizens can apply for the National Tomorrow Learning Card, including job seekers looking for a job, current employees planning to change jobs, office workers looking to improve their capabilities, and middle-aged people looking for a new job after retirement.
Due to the revision of the Enforcement Decree of the National Lifelong Vocational Skills Development Act, which came into effect on September 29, 2021, the scope of support for the National Tomorrow Learning Card has been expanded. Previously, only college graduates could receive the card, but now third-year college students are also eligible. In other words, college (graduate) students with ‘less than 2 years of classes remaining until graduation’ can now receive a National Tomorrow Learning Card.

How to use the National Tomorrow Learning Card
If you receive a National Tomorrow Learning Card, you can basically receive 3 million won in support. Some applicants may receive an additional 1 to 2 million won in support after using up the basic support fund of 3 million won. Within the scope of support, 45% to 85% of training costs are funded by the government.
If you visit the vocational training site, you can find and take the courses you need. You can complete the training online, or take classes in person at a local academy. Recently, educational institutions such as K-Digital Academy have opened, and high-priced education can be taken at a low cost with government subsidies.
How to use the National Tomorrow Learning Card
If you have an attendance rate of 80% or more per unit period during the training period and meet one of the requirements below, you will receive a training incentive of up to 116,000 won per month.
① Unemployed people who take training courses for more than 140 hours, insured people who work less than 15 hours a week, recipients of work incentives, etc. ② Self-employed people who take training courses for more than 140 hours and those insured by employment insurance (up to 360,000 won per month) ③ Participants in the Employment Success Package for the Disabled
