(Government 24)
1. Issued through the Government 24 app Install the Government 24 app.
2. After logging in to the app, select ‘Resident Registration Card Mobile Verification Service’.
3. Enter basic information and issuance date, verify your identity, and complete initial issuance.
(PASS app)
1. Issued through the PASS app Install the PASS app and log in.
2. Select the ‘Mobile ID’ button on the app’s first screen and enter the password.
3. Add your mobile ID by entering the information on your resident registration card.
4. Driver’s license can be registered in the same way.

1. Issuance through KakaoTalk Open the KakaoTalk app and go to the ‘Wallet’ menu.
2. Select the ‘KakaoTalk Certificate’ category.
3. After going through the identity verification process, receive a Kakao certificate and use the authentication QR code in your wallet.

Information required when issuing mobile ID
The following information is required to obtain a mobile ID card.

Conditions for issuing a mobile ID card
The main requirements for obtaining a mobile ID card are as follows:
1. You must be a citizen over the age of 17 and have been issued a physical resident registration card.
2. You must be using a mobile phone under your own name. Mobile ID can only be used on one mobile phone.
3. The physical resident registration card must be in good condition. Your ID must be in normal condition for recognition.
4. For mobile driver’s license, you must have an IC driver’s license.
If you do not have an IC driver’s license, you must visit a driver’s license testing center or police station.
5. For foreigners, you must have an alien registration card to issue a mobile driver’s license.
