Q I received a mail requesting a deductible refund. What is ‘out-of-pocket reimbursement’?
A If a medical institution such as a hospital or pharmacy confirms that it received additional medical expenses due to a mistake during the review of medical expenses billed to the National Health Insurance Corporation, the amount will be returned to the patient.
Q How do I apply for payment?
A There are five main ways to apply: visit, mail, phone, fax, internet, and mobile app. Online applications can only be made by the applicant, and the documents to be submitted vary depending on the applicant and refund amount. Patients must fill out a payment application form and submit it to the Corporation. If a family member receives the refund on your behalf, you must submit a certificate of family relationship if the refund is less than 300,000 won, and a power of attorney and a copy of the patient and depositor’s ID if it is more than 300,000 won.
However, if the patient is unable to write a power of attorney due to dementia, mental illness, unconsciousness, etc., a medical certificate can be used instead.
Q Can I get a refund even if the recipient has died?
A Yes. it’s possible. Refunds are paid in accordance with Article 1000 of the Civil Code, which provides for the order of inheritance for those subject to inheritance. If the refund amount is less than 1 million won, you can receive the refund by additionally submitting a payment application form and family relationship certificate to the Corporation. If the refund amount is more than 1 million won, you can additionally submit to the Corporation a consent form for selection of inheritance representative, a memorandum of performance of reversal payment, and a copy of the applicant/depositor ID card.
* Inheritance order: 1st priority is spouse and lineal descendants (children, grandchildren), 2nd priority is spouse and lineal ascendants (parents, grandparents), and 3rd priority is siblings.
Q It is inconvenient to apply for a refund every time it occurs. Can I register the account I want in advance?
A You can apply for a ‘payment consent account’ only for your own account. If you apply for a payment consent account, a payment application notice will not be sent when a deductible refund occurs in the future, and a notification will be sent the following month after the deposit is made to the payment consent account.
