A national qualification system for companion animal behavior instructors is scheduled to be implemented in the first half of 2024.

To promote animal protection and welfare, various pet-related systems will be reformed, including the first pet behavior instructor exam to be conducted this year and the scope for pre-posting of animal treatment fees to be expanded to all veterinary hospitals.
According to the Ministry of Agriculture, Food and Rural Affairs, with the revision of the Animal Protection Act, the fierce dog breeding permit system and the parent dog registration system for animal production will be implemented from April 27, and the companion animal behavior instructor test will be introduced. The purpose is to prevent deaths and injuries caused by dogs as they continue to occur. About 2,000 dog bite accidents occur every year.
In order to strengthen safety management against dog bite accidents, anyone wishing to breed a vicious dog must meet certain requirements such as registering the animal, signing up for vicious dog liability insurance, and receiving neutering surgery, and obtain permission from the city/provincial governor. Previously, anyone raising a vicious dog must obtain a breeding permit within 6 months after the effective date of the system.
Additionally, dogs that are not of a vicious dog breed may be designated as a vicious dog through a temperament evaluation if they cause harm to people or animals or if their aggression becomes the subject of a dispute.
A production industry parent dog registration system will be introduced that adds parent dogs from animal production plants to the range of animals subject to registration. However, considering the cost of animal registration and the registration process implementation period, a two-year grace period was established.
This year, in particular, the national qualification system for companion animal behavior instructors will be implemented for the first time. A variety of private qualifications (141 in 2023) have been in operation, but as the demand for specialized knowledge and skills such as dog behavior correction, pre-adoption education, and temperament evaluation increases along with the increase in households raising pets, a new national qualification system was established. .
Specific test subjects and methods, passing criteria, schedule, etc. related to the first exam will be announced separately.
The Ministry of Agriculture, Food and Rural Affairs plans to announce legislation at the end of this month on some amendments to subordinate laws of the Animal Protection Act, including matters such as management of vicious dogs, registration system for parent dogs, and qualifications for companion animal behavior instructors.
Previously, from the 5th, following the revision of the Veterinary Act, the number of animal hospitals that must post treatment costs in advance was expanded from the existing animal hospitals with two or more veterinarians to all animal hospitals.
