Recruitment of participants for the ‘2023 Seoul Youth Allowance’ begins at 10 o’clock on March 9.
The city of Seoul will be recruiting young people to participate in the ‘2023 Seoul Youth Allowance’ project from 10 a.m. on March 9 to 4 p.m. on March 16. Applications for the Seoul Youth Allowance are processed at the Youth All Information Center, and applications can only be made online.
This year’s youth allowance will be paid out to a total of 20,000 people, but for young people who do not have the conditions to apply in the first half of the year or miss the deadline, applications will be divided into two sessions, the first and second halves. In the first half, 15,000 people will be eligible.
The Seoul Youth Allowance is a project that supports young people who work hard even under difficult circumstances to focus on finding employment and career paths. The final selected youth will be provided with activity support funds of 500,000 won per month for up to 6 months, and will also be provided with various customized youth programs to help them explore their career paths.
Those eligible for youth allowance project support are unemployed youth and short-term working youth aged 19 to 34 years old, residing in Seoul according to resident registration as of the date of application, must not be enrolled in school or on leave from school, and must have an income of 150% or less of the median income. However, if there are a large number of applicants, low-income young people will be selected first.
The target group is unemployed youth aged 19 to 34 living in Seoul and living in households with an income below 150% of the median income.
All applicants must submit a certificate of graduation (including completion or expected graduation) to ‘verify the final academic level.’ ‘Unemployment’ is verified by whether or not you are enrolled in employment insurance, and in the case of young people who are ‘short-term workers’, you must prove that you are employed short-term for less than 30 hours a week or for less than 3 months.
The ‘income requirement’ is 150% or less of the median income based on health insurance premiums, but recipients of basic livelihood security (recipients of livelihood, housing, medical, and education benefits) and the next lower class cannot participate. This is to prevent a situation where the paid youth allowance is calculated as the income of the recipient and excludes existing vulnerable groups from benefits.
The income requirement for the Seoul Youth Allowance is 150% or less of the median income based on health insurance premiums.
Meanwhile, this year we plan to strengthen management to increase accountability and transparency in the use of youth allowances. The policy is to regularly check for inappropriate use, provide refunds as soon as detection is detected, and prepare self-activity records on career activities, etc. every month to improve the purpose of allowance payment and policy effectiveness.
Participants in the first round of youth allowance will be selected in early April, and an orientation event will be held for youth allowance participants before the payment date. Until last year, only online education was provided due to the COVID-19 situation, but this year, a festival-type event consisting of various programs such as employment and career consulting, special lectures by celebrities, healing experiences, and introduction to youth policies was also planned to provide practical help and vitality to young people who are tired of job hunting. The plan is to provide a venue for the meeting. Specific details about related events will be announced separately in April.
Kim Cheol-hee, head of the Seoul Metropolitan Government’s Future Youth Planning Division, said, “The economic pain index felt by young people is the highest among all age groups,” and added, “The youth allowance will help young people overcome difficult times and pursue their future dreams.” “We will increase institutional support to provide priming water,” he added.
