It is a system to prevent safety accidents during construction work by discovering risk factors in the construction process before the start of construction and establishing and inducing safety management plans suitable for the construction site.
The safety management plan is based on Article 62 of the Construction Technology Promotion Act. It is not a system that applies to all construction sites, and in the case of construction works that fall under the targets set by the enforcement ordinance, there is an obligation to establish a safety management plan.
Construction Technology Promotion Act Article 62 (Safety Management of Construction Works) ① Constructors and registered housing construction companies must establish safety management plans (hereinafter referred to as “safety management plans”) for construction works, including safety inspection and safety management organizations, and submit them to the owner before construction begins for approval. In this case, the ordering party, other than the ordering authority, shall submit a copy of the safety management plan in advance to the head of the authorization/permission agency for approval.
The establishment standards are listed in Attached Table 7 of the Enforcement Rules of the Construction Technology Promotion Act. A comprehensive safety management plan and a detailed safety management plan for each work type must be prepared and submitted separately. However, more than 99% of the sites are preparing and submitting the information in bulk before the start of construction.
Also, usually, the construction company does not write it directly, but commissions an agency. The amount varies according to the size of the project and the difficulty of the project. It usually takes about 2-3 weeks to write, so it is better to prepare in advance.
The establishment target is not a document prepared by all sites, and you can prepare it if it falls under the following targets. Of course, in the case of small-scale constructions that do not fall under this category, there are cases where a separate system, a small-scale safety management plan, must be established, so please check it.
The process of safety management plan can be understood as preparation-review-submission. In the case of non-specified facilities, the review can be received from the safety diagnosis institution designated by the project owner or the licensing authority.
