Those eligible for First Meeting Voucher support are children born after January 1, 2022, who have been registered at birth and have been properly assigned a resident registration number.
① Support details: First, a voucher worth 2 million won will be paid per child born.
② The payment method is National Happiness Card vouchers (points).
However, if the beneficiary child is being protected in a child care facility or group home, cash payment can be made through the ‘Didim Seed Account’.
③ The period of use is limited to one year from the child’s date of birth on resident registration.
How to apply for the 2023 First Meeting Pass
To apply for a first meeting voucher, you must first receive a National Happiness Card. You can apply for the National Happiness Card online through the Welfare Service website or the Government 24 website.
After receiving the National Happiness Card, you can apply for a first meeting voucher in the following three ways.
1. Application for visit
The guardian or his/her representative visits the administrative welfare center in the eup/myeon/dong address of the child’s resident registration to apply. All you have to do is submit your ID and first meeting ticket application.
2. Apply online
The child’s guardian applies online through Welfare or through the Government 24 website. Just enter the child’s resident registration number and National Happiness Card number.
3. Apply by mail or fax
This is only possible if a female inmate is raising a child in a correctional facility. Complete the First Meeting Voucher application form and property survey form and submit them by mail or fax.

First meeting vouchers are paid with the National Happiness Card and can be used in the form of card points. Card points can be used both offline and online, and can be used in all industries except those unrelated to the purpose of payment, such as entertainment, gambling, and leisure industries.
